Les issues récentes de la théorie marxiste sur les questions dites urbaines ont ouvert des voies analytiques qui élucident les problèmes connotes par I ' idéologie de la planification et révèlent son caractère de classe en tant qu ' instrument de la bourgeoisie agissant au moyen de I ' Etat sur Γ ensemble de la société au nom de I ' intérêt général. C* est justement dans ce sens que cet article cherche à démontrer le fondement idéologique sous-jacent au courant libéral issu les dernières décennies de la science politique américaine, sous une collaboration interdisciplinaire, et dominant déjà le champ académique de I ' Europe Ce courant rompe avec I ' idéologie simpliste de la planification urbaine comme réponse publique aux besoins individuels ou collectifs pour la traiter sous une nouvelle angle qui est d ' ailleurs le dernier mot du positivisme: la planification en tant que processus de décision et par là objet d' une théorie sociologique de la prise de décision. Cette nouvelle mystification de la réalité politique qu' est la planification urbaine, opérée par ce versant de la pensée bourgeoise, se matérialise dans ses deux modèles proposés: le modèle normatif et le modèle positif. Issu du rationalisme classique, le premier est construit sur le triple axiome de linéarité, rationalité, liberté de I action qu ' est la décision ; son caractère normatif du type d ' action idéal est fondé sur I ' idée de la rationalité absolue de la prise de décision entraînant en mêmetemps I ' hypothèsedu sujet libre, agent de la décision, responsable pour ses actes. Le modèle positif incorpore à I ' étude de la décision - sous titre de rationalité substantielle – les contraintes que la réalité impose à la prise de décision. Or, ses agents bien qu ' ils ne soient plus les sujets libres du modèle normatif mais des catégories organisationnelles impliquées dans le jeu d ' interactions et des stratégies, ne sont pour autant «vidés» de leur essence métaphysique, parce que non définis en fonction du contenu social qu ' ils expriment et de leur position dans la structure sociale. Les modèles de la décision η ' échappent donc à I ' impasse d ' une théorie qui réduit les classes sociales aux agents décisionnels et le processus politique au processus de prise de décisions, tout en interprétant le rapport entre I ' Etat et la société comme un rapport d ' extériorité entre deux systèmes des relations clos et autonomes.
