Το κείμενο αυτό πραγματεύεται ορισμένα θεωρητικά ζητήματα περιφερειακής ανάπτυξης σε συνδυασμό με τις παραμελημένες συνθήκες άνισης γεωγραφικά ανάπτυξης, με αφορμή την τρέχουσα οικονομική κρίση και ειδικότερα την κρίση χρέους στην ευρωζώνη. Οι κυρίαρχες ερμηνείες για την κρίση είναι κυρίως μακροοικονομικού και χρηματοπιστωτικού χαρακτήρα, ωστόσο το παρόν κείμενο επιχειρεί να τονίσει ταθεμελιώδη γεωγραφικά χαρακτηριστικά αυτής της κρίσης. Αρχικά σχολιάζει την κρίση χρέους στην ευρωζώνη και ιδιαίτερα στη Νότια Ευρώπηως αναπόσπαστο μέρος της ευρύτερης παγκόσμιας κρίσης υπερ-συσσώρευσης και στη συνέχεια αναπτύσσει μια συμπληρωματική ερμηνείαπου βασίζεται στην άνιση γεωγραφικά περιφερειακή ανάπτυξη, ιδιαίτερα μετά το χρονικό διάστημα που ακολούθησε την εισαγωγή του ευρώ.Tο κείμενο αναφέρεται στις αρχές της δικαιοσύνης και της αλληλεγγύης ως ζητούμενα ενός δημοκρατικού προγραμματισμού σε ευρωπαϊκόεπίπεδο και υποστηρίζει ότι οι αρχές αυτές δεν έχουν σχέση με το λεγόμενο σχέδιο διάσωσης που έχουν καταστρώσει η Ευρωπαϊκή Ένωσηκαι το Διεθνές Νομισματικό Ταμείο για την Ελλάδα, την Ιρλανδία και την Πορτογαλία.
