The paper has got its origin in the discussion that took place after the session "Economic Methodology" in Brussels, during the 35th Atlantic Economic Conference with Edward Fullbrook, C.A. Garvin and Brigitte Betchold. A first version was presented at the 36th Atlantic Economic Conference held in Philadelphia, October 9, 1993.
