Flags of convenience, as they are currently known, began to be used by the vessels of the Greek – owned fleet in the inter-war period and more specifically in the 1930’s. The use of these flags instead of the Greek one became very common in the years after the end of World War II, especially in the 1950 –1960 period, when more than 70 per cent of the Greek – owned gross tonnage was covered by flags of convenience. The use of these flags, at times increasing and at times decreasing in the last decades, at present regards slightly more than 50 per cent of the Greek – owned tonnage. This study examines the reasons for the use of these flags, as well as their evolution, in quantitative and qualitative terms on the basis of events that occurred in the international, shipping market, as well as of the shipping policy pursued by the government each time.
