The Eforia for Modern Monuments of the Ministry of Culture is responsible for Modern Monuments and Historic Places which are protected according to the provisions of Law n. 1469 of 1950. «Modern Monuments» are buildings dating after 1830, while «historic places» are residential areas with interesting aspects in their urban, social or cultural development. With Decree n. 161 of 1984 and Law 358 of 1986 the authority over «historic places» was taken away from the Ministry of Culture and given to the Ministry of Environment, Regional Planning, and Public Works and subsequently to the Ministry of Northern Greece, for the regions of Macedonia and Thrace. In 1988 the Legal Advisor to the Ministry of Culture issued a resolution according to which all cases of buildings to be listed for preservation should be previously considered by a Central Committee based in Athens, instead of the local Regional Committees. It should be also noted that there is no provision for the protection of the surroundings of monuments that are listed as «works of Art». The absence of legal arrangements for incentives to the owners, together with a series of recent decisions which removed a number of protected buildings from the list, have substantially reduced the object of «the special state protection» which Law n. 1469 of 1950 was supposed to provide
